Nobody will deny that 3DS/Vita is a large decrease from DS/PSP but that doesnt necessarily mean the market is shrinking, that means it shrank. We wont be able to tell if its still shrinking until we see the sales of future handheld gaming devices.

Exactly. We need to wait to compare. But so far, this gen is set to end above GBA's gen.
