Probably because there's more money in UEFA than AFC. And Israel are in UEFA too... despite not being even partially in Europe

Armenia and Azerbaijan aren't really in Europe, either, but they are considered to be really close and tied to Europe, which is why they play there. As for Israel, it should be fairly obvious: a lot of states in Asia would refuse to play against them.
