It wasnt a non-factor. Sure the PS1 might have sold more, but that doesnt really mean much. I mean the DS sold a shitload in europe as well, but its not really more iconic than the PS1.

You do realize the NES sold less than 8M units in Europe, right? Probably much less, since Nintendo just lumped it in with Others.  While the PS1 sold 37M? So yes, the NES wasn't very popular there. There's a reason the EU version of the NES Classic was being sold on the US Amazon site.
