I don't think that term means what you think it does.
Not to mention it doesn't even apply anymore, but what is the truth if not a detail, huh.
The best case 3 years from now would be a "7" nm chip from GloFo or TSMC which is about ~3-3.6 times as efficient as the Switch hardware.
Even then, you would be halfway to the computing power of the Xbox One.
