Yes you can, because both pictures are 1920x1080p. You dont need a 4k screen to see the improvements in this tech demo.

One picture is downsampled from 4k, so showcase what scorpio can do for 1080p owners.

This demo is to show what you gain, as a 1080p tv owner.

If you look at the 2 scientist ladies, what you see now, is what you ll gain with a xbox scorpio.

It just doesn't look particularly impressive. I don't think the potential of "4k" is being met here.
