About 37% percentage of those who participated in that survey with DirectX 12 cards; in use for last month.. will most definetly get a better experience than you would on PS4/Xbox One in most multiplatform games. Basically anything with a GTX750Ti and above will offer that.

I said that only 1% of the users have a powerful enough system that runs 4k 60fps on max settings - Thus creating the "BEST" looking version of the games.  having a PC that runs it better than a console wasn't the intended point of the comment.  

People comment often that the best version is on PC.  While that is true that the "best" version is available on PC, the number of actual users with that capability will be small in compared to the 90+ million xb1/ps4 users.
