Who has been saying this? Not Sony, Not GG. Not anyone who actually knows anything about either game.
Is it because GG hoped they were making a Halo killer with Killzone that some intellectually challenged people think GG must be trying to make a "[...] killer" with every IP they create and that because HZD and LoZ:BotW both launched at a similar time and they both have a word with Z in the title that GG must be trying to make LoZ killer?
But to the topic, I expect the intention is always to make AAA games have sequels so the only reason that a sequel would not be made is if a game flops.
