I think that all he's saying is that generations for handhelds generally don't overlap. Consider the following:
1989 - Game Boy
1998 - Game Boy Color (Nintendo considers this to be part of the Game Boy family of systems, thereby treating this as a mid-gen upgrade).
2001 - Game Boy Advance
2004 - Nintendo DS
2008 - Nintendo DSi (mid-gen upgrade)
2011 - Nintendo 3DS
2014 - new Nintendo 3DS (mid-gen upgrade)
2017 - Nintendo Switch
Three handheld "generations" bridge the divide between the Game Boy and the Switch, yet four such "generations" separate the SNES from the Switch - despite releasing a year later than the Game Boy!
