Will the Dual Shock ever have staggered analog sticks?

i was just looking this up since Nintendo have gone back and forth.  And what I found kind of odd is that the WiiU can fuction as a portable, but the WiiU and 3DS sticks are in different positions.  And when I said Wii classic, I meant the Pro.
