It's probably because they don't speak Arabic as a native language. I'm not entirely sure of the origin of the Turkic tribes, so I can't give you in depth information on that. It's much in the same way that Iran, Afghanistan and Tajikistan are not Arab countries despite being in the Middle East/Central Asia and having Muslim majorities.
