No, the 19th century ends on 31 december 1900, so all people born in the year 1900 are born in the 19th century.

What are you talking about? How does that contradicts what any of us said? From 1801 to 1900 we are talking about XIX (19th) century, if someone was born the 1800s (in this case 1899) it was born on the 19th century.

Basic knowledge indeed.
