Ummmm... that's not what new IP means.  The intellectual property refers to the copyright or patented concept, regardless of what media the idea is brought to.  By your definition, I can classify anything as a new IP.  "The Last of Us Remastered counts as a new IP cause it's the first release on the PS4).  But, that's not how IPs work.
