Do they really care though? All they've done is basically begging the rest of the world to invade them like a spoiled child trying to test his limits. If anything they believe no one would dare. I don't really see fear in any of their actions.

Why should they believe that anyone would dare? It hasn't happened since 1953, despite them committing terrorist attacks, assassinations, developing nuclear weapons and threatening other countries.
