I'm not saying they haven't, just saying they are not targeting civilians with the strikes. Fact of the matter is that ISIS are using civilians as cover since missles can't tell the difference once it strikes a target. Their foulplay is the reason the civilian count is so high.

Still, they know that they're killing civilians, so it's not a valid excuse. The United States doesn't have to be there, they went there on their own volition, so they're responsible for any deaths that they cause.
