people dreaming about 30fps games to run at 60fps with that cpu are cute. Sure in its current state scorpio is on par with RX480 but when RX480 is paired with an i5 or an competent i3 processor, it leaves the scorpio behind. With the current Jaguar at 2.3 is bigger bottle neck to that gpu than PS4 pro.

Except games are going to be built with the lowest common deniminator in mind. That is the Playstation 4.

So if a game is built to operate at 30fps on the Playstation 4 with it's anemic 1.6Ghz jaguar CPU, then obtaining much higher framerates on a CPU operating at 700Mhz faster is a given right?

Don't forget that Scorpio does offload some processing typically done on the CPU, which does free up CPU resources for other tasks.... So the available CPU resources are larger than what the basic numbers imply.

the lowest common denominator here is Xbox one, although it has faster clock speed compared to base PS4, even PS4 can offload the general purpose CPU task onto GPU (GPGPU) freeing up resources on CPU. Also sony has lot of restriction for developers, developing on PRO

So far i havent heard anything that scorpio will support gpgpu. So the point still stand @2.3ghz the gain in framerate compare to pro will be minimal.
