A ststem with a new library is new gen like the Switch. PS4 pro and Scorpio don't have that and are defenitly current gen by that logic.

Just from now "new library" thing will be less noticeable with every new console, especially because most likely we will have BC support and new consoles will use same but improved tech and architecture that are now available in XB1/PS4/Switch, and offcourse with meed gen upgrades.
