It really just depends on how easy the console is to develop for and how competent the devs are. The PS4 is probably much cheaper to develop for than something like the PS3. And some of the AA games coming out, now, look on par with some of the AAA games of last gen. I doubt they are spending that much more on development, since they know their games aren't going to sell gangbusters.
Improved visuals have always been a big draw to upgrading your console. Ever since the beginning. Hell, some people didn't think the PS4 was that big a leap over the PS3 and figured it wouldn't sell that great. Look at where we are, now. It's outpacing the PS2, currently, and is well on its way to doing 100M+. I'm sure something similar will happen with the PS5. People thinking the difference isn't that great, and PS4 is good enough, but it will still sell well. Your example more accurately describes the HH market and mobile gaming. People already had phones on them. They play games, though not many are great, but they don't care. It's good enough.
