There's little doubt it'll do 4k on 1080p X1 titles, it's how often it'll achieve it on sub-1080p games (particularly PS4 ones) that's up in the air. That mostly comes down to how expensive MS are willing to make the system, or how large a loss if they want to keep it competitively priced.
I don't think we're expecting to get the price today, but it'll be nice to finally know what the CPU is 
That should gives as a strong idea of what market MS are targeting.
