FF is just the easiest of the ones to ignore. They don't want to promote the franchise at all. Litterly nowhere do the characters pop up. It kind of hurts certain comics right now. They want FF movies, to keep failing with Fox. So eventually they just give up the rights. Through time or willingness. Fox is basically forced to make a another one. In I think another 5 years. Or the rights revert. Which will not work. They're forced to make another reboot. They're out of ways to retell that story. Unless they want to go the route of actually following the comic's origins, to the letter. That's the only way I see them even getting people to watch another reboot.

Why couldn't they make a TV series? Instead of falling to make a movie, why don't they just make a small series of 10-15 episodes. That way they don't need to spend the money in prodction and advertising, and have something more flexible if they somehow manage to make it good and succesful.

The last time they did a TV series, was the 2008 cartoon series. And that was totally screwed up, yhe way it aired. Only half the episodes aired. There was months and months of it not being shown. Even though all 26 episodes aired in other countries. And it was a decent cartoon to boot. The cost.  It's one of the reasons why the Hulk TV show never got off the ground. If Hulk is too expensive on the CGI side. 4 main cast members would be worst. They don't seem to want to make Ben a suit anymore. That would mean, he'd be barley in episodes.
