Not necessarily, the 360's disk read/ stream rate is much faster than the bluray drive's on the PS3. The only reason why the 360 would ever "require" installations is if a DVD isn't enough and multiple disks are out for the question for the devs. However, there are ways to get decent data streaming without installations though. Both Naughty dog and Insomniac spans the data multiple times on the bluray disk (since there's so much space) to avoid mandatory installations.
