In a democratic society, it's no longer necessary, as there are legitimate reasons for a ruler's power.

None of that backs up the theory that religion is the reason people settled down rather than remained nomadic though.

If anything it could be used to argue that religion held society back though and that without it people would have had transitioned to a democratic society much sooner...

Not necessarily the settlement itself, but helping cities and empires grow. Justify war, slavery, taxes without service or representation, etc... all things necessary for early civilizations to expand and "prosper" (by that, I mean cummulate wealth for a handfull of elites.)
