That's because they don't have enough freedom in the market and capitalism. The whole world has had the blueprint to prosperity given courtesy by the west for at least 50 years now (longer really) and the only countries that have truly grasped this are Japan and South Korea. And just look at what's happened to China, they embrace capitalism just a little bit and all of a sudden millions are lifted out of abject poverty.

The reason why Japan and South Korea are better off is because it served the US's interests better to have two strong economies in Asia to combat the PRC, the USSR and the DPRK.
