A game can be on PS4/PS3/Vita or WiiU/NS and even XB1/360/PC... vecause you can't get Xbox exclusives unless you buy from the windows store for PC and they are usually priced the same as their console counterparts. - Console Exclusive
The game will be on only one console and could also be on the PC. In most cases these would be first party games and will never be on the PC but in some cases they would also be on the PC and sold on Steam or something. - Timed Exclusive
On a particular platform for any given amount of time and then is on everything. This can still have combinations of (1) and (2) above.
I honestly can't imagine why what it measn for something to be exclusive is so confusing to some or why anyone would act like teher are so many different meansing to the word. Another way to look at it is this, an exclusive is something that you can only buy from a specific place.
I alsodo not look at PCs as consoles, as I feel that they are very different markets. But even if you treated it as a console, all the above still applies.
