I'll admit the beginning is slow and not at all to my tastes... I'm very much in favor of either creating my own character or having a rather bland/blank slate character and being let loose on the world, but the story can feel a tad restrictive initially (especially if you don't know the character).
But yes, it gets much better after not too long. It's certainly not my favorite (I definitely prefer Bethesda's open world games), but it's huge and full of fun detail so exploring it is quite fulfilling.
