60FPS in this game, open world, transitions form multiple different genre's is very hard to keep stable.
Platinum id a pretty good job, the bottleneck in these kind of games is usually the budget processor in the consoles, Maybe the Xbox Scorpio will finally fix this problem (followed by ps5 no doubt) but since this is a pc/ps4 exclusive it seems PC will be the only way to get that stable 60fps for people who really care.
There is no doubt in my mind that the game performs good enough on ps4, however, because the scores from critics speak for themselves and its supposed to be very good.
