It's all about implementation and how much it detracts from the rest of the game. Also how useless it is. Taking away stamina and durability from the game would do nothing to the enjoyment of the game, in contrary.

See the hackers are stupid but the reasons some reviews give are also stupid. Sure swapping weapons is annoying but the stamina bar is an essential part without which you wouldn't need to work your way to get to those higher places and it would also take away the way you capture horses. Basically without the stamina bar a lot of gameplay mechanics would fall out of place and its not something anyone whose played it complains about according to my knowledge and 40+ hours experience anyway
