No, the table itself is fixed. However, the Quickenings and Summons you have to choose for certain tiles to be unlocked is unknown. Either I failed to acknowledge the game telling me some sort of path or it's left for a guide to follow.
No, again, because the tables themselves change (They don't have the same pattern, they emulate the zodiac sign they are) per profession. However, Summon placement (unique for each job, but only one person can pick one specific summon for the whole game) might dictate a certain path you can or cannot take. If some other character has already taken that summon, it means you can't access that specific place. I mean, it's not much, just like two or three tiles, but still, some jobs have some nice things hidding behind those. Pick them up with the incorrect character or job and it's lost forever to someone else.
