You mean the ... TGAs, I guess it would be called? Geoff Keighley's thing? I consider that the least meaningful, since it's based on votes from people at Sony, Nintendo, Ubisoft, Activision, etc.
There are roughly 246,000 "Game of the Year" awards given out each year. None of them carry any real importance and none of them are more than just the opinions of a handful of people. I guess the closest thing would be who gets the most awards but that's still kind of murky since it includes a lot of websites I wouldn't necessarily trust.
When people ask a question like this, they really need to be specific.
