I'm a European so to me a passport is seen as the only form of ID for travelling, so I'd be quite surprised if somebody wasn't stopped for trying to present a different form of ID. What? I'm european and I haven't had to show my passport ever since going to India years ago. I travel exclusively with my ID card within europe and it's completely fine.
