You might want to look up the word yourself. An autocratic leader that puts the need of the government above the individual and enact it's law through violence is exactly where fascism starts. Soon you will see him work towards eliminating opposition and trying with any means to stay in power as long as possible.

Oh, I'm sorry if I wasn't really clear, I wasn't targeting only on you classificating Duterte as a fascist, but the overuse of the term nowadays. I don't know anything about the government of Duterte, except that the crime rate is down with more police effort and, most recently, the war on drugs. I don't have enough information for agreeing with the use of the term "fascist" for him. If he, in fact, believes and practices the "government above the individual" than he is or fascist or socialist. About "enact it's law through violence" you will eventually find out that every single government enact it's law through violence in some point.
