I think the point you are missing is that "good graphics" is all relative.
The Nintendo 3DS has good graphics next to the DS, but it looks absolutely unacceptable next to something like a Playstation 4, Switch, PC or Xbox One... Heck even most Smartphones/Tablets.

So are console graphics good next to the PC? Absolutely not. Not relatively speaking.

How do you know if PC gamers were using a rig less powerful than the Playstation 3? Do you use flops as your assessment to gauge that? If so... I have some terrible news to tell you...
Pretty much a 10 year old Core 2 Quad with a $30 GPU upgrade is going to give you better graphics than the Playstation 3, You can even play Overwatch on such a rig.

Want me to prove it? Because I just so happen to have such a system.

If you call baked shadowing, lighting, 720P and lower, minimal/zero amounts of anti-aliasing, barely any anisotropic filtering, 30fps and less, low resolution texturing, simple geometry as something that is "optimized" well. You got me there.

And? It The Playstation 4 still can't play AAA games at 4k, 60fps.

The PC kinda gives you that option. Or you can go lower. You also don't have to strictly use your PC for gaming either.

But that doesn't remove the fact that the PC has superior graphics to consoles, that has remained true for decades... And will continue to remain true for decades more.
