What's confusing about it? Sticks for drastic and rapid aiming, tilt control for fine-tuning your aim.
This approach grants both your hands finer aiming control and leaves your thumb on the stick the task of harder adjusting. It's like having two sensitivities as opposed to just the one you get with one thumbstick.
