Short answer: No
Long answer: Certainly not by a long shot.
The PS4 (Pro) is selling too well to get replaced that soon already. Unless the 1-2 Switch strike of the Switch and Scorpio releases would make it drop like a rock worse than the Wii did after 2010, I can't see it happen (actually, I can't see it happen at all, even if many gamers switch, as even then it would still sell too well).
Also, 10 TFlops would be basically equal a big Vega or a GTX 1080 Ti, whose TDP is already higher than the termal budget of a whole console, and these cards cost more than a whole console period. I can't see a console coming with that much power before 2020, and even by then only in an high-end console with a price over 599$
