I encountered that too! Something happens when you shoot all the balloons.

I completed one of these last night, I didn't have enough arrows, and no boomerang, so I started throwing and retrieving my spear. It wound up at the bottom of the cliff on my last balloon pop with two guardians flying above it. I was terrified, but I flew down to retrieve it haha.
