Humans are much better at it because our forebrains are more developed compared to other animals.  This capability is absolutely 100% dependent on this area of the brain.  When this part of the brain is damaged, we lose that ability.  Look up Phineas Gage for instance. account for human conscience, free will

I can't answer that, because I'm not sure exactly what you mean by conscience.  It's a nebulous phrase that has been used in different ways.  Define it for me, and then I can address it.
