Humans are much better at it because our forebrains are more developed compared to other animals. This capability is absolutely 100% dependent on this area of the brain. I can't answer that, because I'm not sure exactly what you mean by conscience. It's a nebulous phrase that has been used in different ways. Define it for me, and then I can address it.
