Because actual military uniforms in games are boring and lacks character from a story standpoint.  But to address the spirit of your statement, there's Shepard from ME even though that was last gen.  There are also a plethora of female "respectable" dressed characters in both Dynasty and Samurai Warriors.  And then you have the Atelier series I mentioned earlier.  And didn't somene else mentioned Mirror edge?  They might not be in "uniform,"  but they aren't being "exploited" either.

EDIT: And let me also add that most male character a buffed beefcakes.  We accept that.

Many, but not most. Also, Dynasty Warriors has no main character. All characters are peppered in and are a part of the story as a whole. Ultimately, I'm happy to see that there are so many examples of women in games. The OP pointed to 7 but there may be as many as 70+. The more there are the less they will be points of remark. I've had no qualms playing as any sort of character, female or otherwise.
