Microsoft doesn't have 1 pot of money, they have many. The money used for foreign acquisitions usually comes out of money that has not been repatrioted to the US and hence without the Tax burdens so purchases are better. building or spending onshore has tax implications and hence is expensive by comparison, this is part of the reasons you see many companies paying what seems like grossly inflated prices, better to overpay and get what you want then give it to the tax man.
