To me it sounds like If Microsoft asked them to do another (and funded it of course) they'd make one for them, and it'd be exclusive again obviously, hence the ask microsoft. If they say yes, then Insomniac is on board.
But in the event Microsoft doesn't ask them to do another one then eventually they'll probably make another one regardless, and this one would be multi-platform, or potentially exclusive to another platform if someone else got onboard.
Basically it seems like Insomniac want to do another one eventually but they also think Microsoft isn't that kean on carrying on their previous arrangement, so they may have to strike out on their own or work something else out if they want to make a sequel.
