There are some licensing issues.
For example... Naruto: Rise of a Ninja and Naruto: The Broken Bond will probably never end up on the backwards compatability list because the original publisher 'Ubisoft' no longer holds the rights to the Naruto franchise. They even removed the DLC from Xbox Live.
