There are some licensing issues.

For example... Naruto: Rise of a Ninja and Naruto: The Broken Bond will probably never end up on the backwards compatability list because the original publisher 'Ubisoft' no longer holds the rights to the Naruto franchise. They even removed the DLC from Xbox Live.

For me... I wan't Battlefield 1943, Battlefield: Bad Company, Brothers in Arms: Hells highway, Dragon Age 2, Need for Speed: Most Wanted and Carbon, Fable Anniversary, Star Ocean: The Last Hope, Soul Caliber 5, Metro 2033 and Last Light, Crysis 1, 2 and 3 and Darksiders 2.
