That was a different situation entirely. First, the immigrants from the east came over not all at once, but gradually over time, years and even decades. It was easier to prepare for. Second, many of the immigrants were German themselves, so language and culture wasn't an issue. Third, Germany was still recovering from the Second World War and the industrialized West's rapidly growing economy was always in need of more workers.
