The majority of rapes are perpetrated by someone the victim knows, which could make it much more difficult to come forward due to threats, pressure or stigma. All you're doing is jumping ship, from sinking ship to sinking ship. I was specifically talking about the article that you linked, but apparently you didn't read it. 

And again you can't compare the numbers of oktoberfest to cologne.
