The article says that roughly 15 percent to 35 percent was reported, even if you take that as "true" it's still not comprable to her statement. 

The majority of rapes are perpetrated by someone the victim knows, which could make it much more difficult to come forward due to threats, pressure or stigma. The Cologne incident was about 50/50 Germans and immigrants, so that may have contributed to a shift in numbers. Of course, I could be wrong, but it seems logical to me:
