Do you have a source for that? On VGC their attach ratio is almost the same (11.7 vs 11.2).

And don't forget we never got any form of varification of any SW from MS, because MS doesn't release any SW numbers.  For all we know, it could very well be 11.7 vs 10.5 in PS3's favor.  Later in its life, it did get quite a few more exclusives/ports, especially of Japanese games, than the 360 did.
