Like Recore, like Scalebound, and once again, like the games Spencer wants to get by going to Japan ("I'll be in Japan talking to third party publishers" seems clear enough). "Being unable to get Japanese games regularly" is not the same thing as "Not wanting to develop Japanese games". 

Phil removed scalebound and  putting more time and effort in the UK and US market for game development. Which is the right choice. Forza Horizon 3 sold over 2.5 million retail and apperently that is just from NPD. Not including europe or digital. Microsoft is putting more and more focus on games that can be juggernaughts for the future. Another game that could pull it off is State of decay 2 because the original game broke records. More than what any Japanese niche game could ever hope for.
