APU cores are cheaper and they use less power (therefore creating less heat, which is ideal for a console). Though the Ryzen APUs you've mentioned are stock APUs, right? If the Scorpio is to use Ryzen, then it has to be on a semi-custom APU, but the semi-custom APUs won't come out until 2018, at least according to this article.
