Great to have options but after trying to play Tropico 5 with a controller I rather keep these kind of games on my laptop with a mouse connected.
I haven't played Cities Skyline yet, do have 100 hours on Tropico and 523 hours on Cities in Motion 2. I got a bit addicted to the map editor and recreated the town I live in in full detail on a 8x8 km map, placing every single house of my 11k town on the map. Be careful with these games!
