So, does no one remember Ocarina of Time's Master Quest? That hard mode that was going to be sold as an expansion of the original game on the 64DD? Was finished, but only got released years later on GameCube? Featured reworked dungeons with different layouts? Could be something like that. And something like that requires time and money to implement.

It's just like with every other company to me.  Development time takes too long because of the complicated nature of modern game development and devs are typically put on a deadline, so a lot of their significant ideas are left on the cutting room due to time constraints and are repurposed for use in DLC.  The only difference between Nintendo and other companies to me is that Nintendo typically gives their devs more time to complete their games so that there typically is less of a need for significant DLC.  In BotW's case, I'm assuming that the game was so massive that there were a lot of ideas that were unimplimented due to time constraints that Nintendo decided to repackage the most significant ones as DLC.  I'll admit though, if that hard mode is just increased stats or some other bullshit, I'm going to be really disappointed.

Well, it's more than just time constraints. Time is money in game development, and the longer a game is in development the more it'll cost. Probably also a matter of budget. Easier to justify something like that if you can sell it.

And yeah, that would be disappointing.
