Consumer protections for people buying cars vary from state to state, but it sounds like your financing isn't done yet (since they want you to talk to someone about financing the car over the phone still) So it doesn't sound like your deal is done yet. If the financing falls through for whatever reason (like...you telling the person who calls that the dealership only had you put down $1,000) then they aren't going to be able to actually sell you the car.
