Halo 5 released before their shift away from Xbox-only titles. It's certainly possible Halo 6 could be Xbox only, we'll have to wait and see, but as it stands every 1st party title since their shift has included Windows 10.

Windows 10 is still a MS platform (Just like the Pro and PS4 or Vita and PS3) God of War released on Vita, does that mean its not exclusive to PS3? You wont see Halo on PS5 and beyond. And i believe Minecraft will follow suit. If Halo released on Steam than thats a different story and i will agree MS are moving away from Xbox Exclusives.

There is nothing wrong with using your franchises to support your own platforms and its smart buisness. Its something i see MS doing to compete with Apple Macs, using there Xbox devision in Windows. Just like Sony did many times with the Vita with PS3 ports to compete with the 3DS.

You seem to be arguing against an imagined version of me :p I know Windows is an MS platform, and i never made any claim as to whether there is anything wrong with them releasing games on Windows 10. I was simply point out the flaw in your statement.

Regardless, Windows 10 and Xbox might both be MS platforms but they aren't the same thing. MS don't market their games as "available on Xbox and Xbox", but as "available on Xbox and Windows 10". MS themselves make the distinction. You yourself seem to acknowledge that's a shift away from 'Xbox-only' titles, else you wouldn't have made a point of using an X1-only game as proof that they're not.

And to answer your question, yes, if i can buy a PS3 exclusive on the Vita then it's by the very definition of the word not a PS3 exclusive.
