Not going to happen, they can always lower textures/resolution to allow split screen to happen, the xbox one might not be the fastest machine alive but its quite close to the ps4 and it runs most games quite well and first party games have all ran really good on the console.
If they can enable split screen in Gears 4, which is one of the better looking current gen games, halo 6 should be no problem either and Gears even had quite a lot of physics and crap on screen and ran 1080p with a dynamic resolution on medium/high settings which pushed much more powerfull pc's quite a bit extra.
Halo 6 will run in 4k with dynamic resolution on scorpio and in 1080p with dynamic resolution on xbox one and both will have all the same features, multiplayer will run on a solid 60fps.
